If CPU usage is more-or-less irrelevant for your situation - like, you've a mostly-idle computer running off wall power that feels peppy enough while browsing, then there's no reason to try to reduce the number of renders done while browsing. There, it'd feel peppier to start rendering the webpage soon, even with only a little data present.

But, hey, maybe there's some use case where it's handy - like, a website that consists of long all-text web pages being served over a slow connection. If the page is stored locally and Firefox can load the contents of the page in under a two-hundredth of a second, then it's gonna show up anyway. Obviously someone, somewhere, must have come up with that and decided that it it was a reasonable value, and they probably had some sort of reason for doing that. If you're asking for an off-the-cuff response from me - not a Firefox developer, and with no idea of what your platform is - I'd say that 5ms seems low, Dark Reader or no. It'd be preferable to what I'm doing in my kludge of effectively disabling incremental renders, since there'd still be some incremental preview - which would be cheap to generate - while still enjoying the CPU-usage reduction and the same high-quality final Dynamic render. On the other hand, it'd avoid the CPU overhead that I'm running into of doing multiple expensive incremental Dark Reader render passes while a page is loading on low-powered devices. If it worked, I suppose that'd have the downside of making (a) sites with greatly-different CSS maybe be hard to read while loading and (b) would make images flash light (maybe replace them with a black square, so they flash black?) while loading. I don't know whether Firefox informs an add-on whether a render is an incremental or "final" one (all page data has been downloaded), though. On the "final" render of the page, do a Dynamic pass, display that, and cache the generated Darkened style.

If a cached "darkened" style exists, while doing subsequent incremental renders of pages on the site, rather than running dynamically, use the cached style. On the final render of a page, once it's been fully downloaded, cache the "darkened" style from page (dunno about privacy/security/functionality implications of retaining state cross-page). If no page on the site has been previously-rendered, act normally in Dynamic mode. I know nothing about Dark Reader's internals or whether Firefox's rendering and add-on system is amenable to such a thing. I wonder if Dark Reader could be made to exploit the "sites tend to use similar styling" case automatically, have a "Semi-Dynamic" mode. They said that it had the downside of making images light (I assume because Dark Reader isn't able to look at the brightness of each image and darken them).

Someone else (who deleted their comment, unfortunately, though I remember that they had a Windows dev flair) suggested that they used Dark Reader, and for expensive-to-render sites that had similar CSS, they simply extracted the "darkened" CSS from a page rendered in Dark Reader's Dynamic mode, and applied that style site-wide using another add-on.

Presently, it doesn't look like Firefox has any sort of automatic tuning of this value. This is a great idea if the page can be rendered quickly and not such a great idea if it's expensive to render, since it means that it has to render a webpage multiple times. Ordinarily, if Firefox has not downloaded a full webpage in 250 milliseconds, it tries to start rendering what it has pulled down anyway. Instructing Firefox to delay incremental redraw appears to have done a great deal to resolve the pain of this for me.

This is useful to reduce power usage on OLED displays and for more comfortable viewing in dark environments - but it causes significant rendering slowdown on my Android phone and causes the phone to heat up. I rather like the popular Dark Reader extension - an extension which forces "dark" versions of webpages via looking at the colors used.
